JOB ANNOUNCEMENT

JOB TITLE: Associate Director, Mankato Refugee Services Program

EMPLOYMENT STATUS:  Full-time, Regular, Exempt

REPORTS TO:  Director of Refugee Services 

PURPOSE:  The Associate Director position will provide leadership and supervision for the Minnesota Council of Churches (MCC) Mankato Refugee Services Office and be a part of the MCC Refugee Services Management Team.  The Associate Director position will be divided to include both direct programming responsibilities and management duties, with primary focus on Management while carrying a caseload, as needed.

MANAGEMENT  RESPONSIBILITES:

  • Work with Director of Refugee Service and other key stakeholders to develop and implement programming and guidelines.
  • Manage and supervise work of “Refugee Program Specialists” internally and at subcontract agencies to ensure high quality services, accurate record-keeping, and consistent outcome tracking. 
  • Ensure that all information on program participants, outcomes and finances are accurately recorded and tracked. 
  • Work with Director of Refugee Services and Refugee Services Management team to ensure program impact is accurately assessed.
  • Work with Director of Refugee Services to draft regular programmatic reports for funders and MCC management.
  • Provide case consultation to staff
  • Coordinate program activities in Mankato
  • Coordinate training and orientation new staff, volunteers, and interns
  • Community Activities:
  • Represent Minnesota Council of Churches Refugee Services’ program at community meetings, workshops, and trainings.
  • Develop and maintain relationships with community partners.
  • Develop and implement marketing strategies to promote services to eligible clients
  • Other duties as assigned

DIRECT PROGRAMMING RESPONSIBILITIES : 

  • Conduct intake and assessments to determine client eligibility for program(s).
  • Encourage early self sufficiency and independence of all program participants.
  • Develop plans with program participants empowering them to reach agreed-upon goals and meet program guidelines. 
    • Assist clients develop skills to reach defined personal and program goals.
    • Provide direct assistance to clients based on program goals, client goal plans, and position work plan.  
    • Provide follow up services to ensure program goals and client needs are met.
    • Make appropriate and meaningful referrals to meet client needs, as appropriate.
    • Explain application procedures to individuals and/or assist participants to complete forms.
  • Work closely with MCC colleagues to ensure that refugees are integrated into the broader array of services available in the organization
  • Promote MCC Refugee Services Programs to potential clients and recruit clients to meet enrollment goals.  
    • Meet outcome goals defined in contract (s) related to Mankato Office.
  • Provide translation and interpretation support for other Refugee Services projects, as needed. 
  • Provide ongoing cultural orientation to program participants
  • Maintain positive relationships with community partners relevant to program activities. 
  • Submit regular reports to track client outcomes, fulfill reporting requirements, and capture client success stories.
  • Document all contacts and services in case files, as appropriate
  • Oversee volunteer activities, as appropriate.
  • Assist in emergencies as they arise

QUALIFICATIONS:

  • At least 3 years professional experience working with refugees, asylees, or o recent immigrants
    • Prefer case management experience focusing on attainment of outcomes in areas of education, housing, and family functioning and employment services.
  • Extensive knowledge of local refugee and immigrant populations, the resources available to them, and the state and federal policies that impact them.
  • Significant professional project coordination experience
    • Prefer coordination experience working in a multi-agency collaborative setting. 
  • Demonstrated understanding of American culture and ability to interpret cultural differences.
  • Commitment to early self-sufficiency of refugees
  • Strong motivational and teaching skills.
  • Demonstrated ability to work collaboratively across organizational boundaries.
  • Demonstrated ability to maintain detailed records and submit accurate reports in a timely manner.
  • Strong English language communication skills, both oral and written.
  • Demonstrated strong communication, negotiation, and mediation skills.
  • Proven ability to work in crisis situations.
  • Proven capacity to work in fast paced social service environment.
  • Demonstrated ability to work independently and as a member of a team.
  • Experience with Microsoft Word, Microsoft Outlook preferred.  Proven ability to use basic office equipment including copiers, postage machines, and fax machines
  • High level of organization and time management
  • Demonstrated leadership skills
  • Bachelor’s degree required
  • Driver’s license and access to a reliable transportation required.
  • Bilingual proficiency in a relevant language preferred.
  • Other duties as assigned

MCC Refugee Services

Employment Services Intern

MCC Refugee Services is a refugee resettlement agency that provides many supportive services to recently-arrived refugees and asylees, including Employment Services.

The Employment Services Intern will help with the Employment Team’s efforts to find and obtain sustainable and appropriate employment for some of the most vulnerable refugees in our program. These may include individuals that have recently arrived in Minnesota and speak limited English and have no work experience or formal education.  The intern will spend the majority of his/her time working one-on-one with these refugees to help them based on their specific needs.  Interns may also work independently conducting research and gathering information on various potential employers.

Responsibilities

The Intern’s primary focus will be providing individual support to specific job-seekers and responding to needs as they arise.  This may include the following duties:

  • Help refugees who are approaching deadlines to apply to jobs and fill out applications
  • Help prepare refugees for interviews and accompany them to appointments
  • Accompany refugees on weekly job-search outings in specific neighborhoods and identify potential employers
  • Coordinate transportation of refugees; help them ride bus and understand Metro Transit options and occasionally provide rides
  • Research and investigate industries in the Twin Cities area that are hiring
  • Outreach to new employers and educate and advocate on behalf of clients

Desired Qualifications

  • Experience working with English language learners
  • Proven ability to work in a multicultural setting
  • Excellent communication and negotiation skills
  • Reliability, flexibility and creativity
  • Knowledge of Twin Cities and the companies in the area
  • Knowledge of the Metro Transit bus system and/or willingness to learn about it
  • Computer skills (MS Word) and experience with completing internet job applications
  • Ability to work independently
  • Reliable access to a vehicle, car insurance, and ability to pass a background and driving records check

Supervision and Training

The interns will work closely with and be supervised by the two professional Employment Counselors who bear the responsibility of job placements in a supportive role.  On-site, continued training will include informational overview from staff and support as needed throughout internship.

Time Commitment

Interns must be able to contribute 10 hours per week on a consistent basis between the hours of 8am – 5pm Monday through Friday. This is an unpaid internship with time commitment between 3-4 months and an option to extend further.
